David's practice focuses on advising clients in the public, education, utility and private sectors on procurement, state aid and complex commercial arrangements. He has wide experience in delivering large scale concessions, works contracts and framework agreements for both contracting authorities and bidders. David has been involved in some of the biggest regeneration and infrastructure projects in the market, and has developed particular experience in structuring deals outside of the procurement regime.
He frequently advises on related public law and competition issues in procurement activity. His work includes advising on operational contract changes, public sector trading/ grant funding, and investment models. David works strategically alongside our market-leading litigation team in the full range of procurement law disputes including automatic suspension and damages claims. In state aid, his team advises on compliance with the regime as well as the full range of enforcement and recovery proceedings.
David leads Clyde & Co's global education group. As lead partner for our integrated Brexit Response Group, he regularly advises on cross-border commercial arrangements in supply chains
He has been recognised as an Acritas Star by client recommendation every year since 2017 and is ranked in all major directories for procurement law. David is a member of the Procurement Lawyers' Association and speaks French and German.
