As Kenya continues to position itself as a hub for innovation in Africa, the Bill aims to establish clear guidelines and regulations for the burgeoning fields of robotics and artificial intelligence (“AI”) within the country. The enactment of this Bill aligns with the principles laid out in the Constitution of Kenya 2010, ensuring that Kenya remains at the forefront of technological advancement while safeguarding ethical standards and societal interests.
The Bill defines robotics to be a field of engineering that deals with the design, construction, operation, and application of robots while it defines AI as the ability of machines to perform tasks that are typically associated with human intelligence, such as learning and problem-solving. Similarly, the definition of AI as the ability of machines to perform tasks associated with human intelligence is too broad and vague. These definitions could lead to ambiguities in the application of the law and might not sufficiently guide the regulation of these technologies in a rapidly evolving landscape.
At the heart of the Bill is the establishment of the Kenya Robotics and Artificial Intelligence Society (the Society), which will serve as the primary regulatory body overseeing all activities related to robotics and AI. By establishing a comprehensive regulatory framework, promoting ethical standards, and fostering collaboration, the Bill aims to position Kenya as a leader in the fields of robotics and AI.
