Phebe joined Clyde & Co in January 2022 as an Associate, specialising in public procurement. She advises public and private sector clients on the public procurement regime and procurement governance and policy.
Phebe has experience advising clients in the local government, health, education, construction, aviation and defence sectors. Having previously worked in-house, Phebe brings firsthand knowledge of internal governance and decision making to her practice.
Phebe is focused on delivering solution-centered advice. She provides front end support with procurement design and documentation as well as assistance during the procurement and standstill process. She also provides contract variation support, advising on the legality of changes to public contracts. In addition to providing non-contentious advice, Phebe supports clients with bringing and defending both threatened and actual procurement challenges.
Phebe is a member of the Procurement Lawyers Association.
