Roger obtained his Law Degree with honours from the Universidad Nacional Autonoma de Mexico (UNAM). He completed P&I Insurance courses with the South Tyneside College and the North of England P&I Association. He attended maritime law courses at the University of Southampton and obtained a Master of Laws Degree (with Distinction) in Maritime and International Trade Law from the University of Nottingham, UK.

Roger has experience in providing legal advice to clients involved in the shipping and offshore industry. He has advised clients on a wide variety of transportation, maritime, intermodal and logistics contracts, flagging and registration of vessels, ship mortgages, arrest and attachments of ships and cargo, cruise lines operations, and other regulatory matters related to the daily operation of ships, oil rigs and port terminals.

His experience includes the handling of various marine casualties such as: collisions, sinkings, wreck removals, strandings, general average, salvage, environmental claims and limitation of liability actions. He also advises and acts for clients in public tenders in the energy and commodities sectors, negotiating and drafting terminal service contracts and related agreements, ship financing operations and commercial trading transactions.

He has acted as counsel for shipowners, charterers, managers, cruise lines, insurers, P&I Clubs, builders, international traders, financing institutions and port operators. Owing to his fluency in English, Spanish and being conversant in French, Roger is regularly instructed by companies and law firms in the United States, Singapore, Norway and other European and South American countries.

Experience
  • Representing one of the biggest Singaporean shipyards in a finance transaction of two jack-up rigs acquired by a Mexican shipowner, including negotiation and drafting of all charter and security agreements.
  • Advising an American Energy Corporation in the construction and operation of an LNG Terminal in Baja California Sur Mexico, assisting in all regulatory matters, including the operation of an FSU in Mexican waters.
  • Advising European shipowners in the flagging and operation of a heavy load carrier in Mexican waters, including financing legal work for her acquisition and importation.
  • Assisting a Mexican conglomerate involved in the design, construction and operation of first-class hotels and resorts in the launching of a luxury cruise ship to service tourists in national and international waters.
  • Representing an international shipowner in a complex litigation in the Mexican Supreme Court of Justice in connection with the allision of a vessel against a platform, which created a judicial precedent as to the construction and application of the LLMC’ 76 Convention in Mexico.
  • Successfully advising a European international trader in public tenders for the commercialization of carbon and natural gas to the Mexican government.
  • Representing a Norwegian law firm and Bond Trustee in the re-financing operation of two jack-ups and a modular equipment presently leased to Pemex on long-term drilling and repairing contracts.
