Kelvin is an Associate in the Projects & Construction team in our Singapore office. He previously trained and practised at two of Singapore’s ‘Big Four’ law firms before joining in May 2024. 

Kelvin has acted for developers and contractors in international and domestic arbitrations under the SIAC rules, at all levels of the Singapore Courts, adjudications under the Building and Construction Security of Payment Act, and in mediations. He has also advised contractors and sub-contractors in matters prior to the commencement of proceedings, preparing claims and opinions on complex issues.  Besides projects and construction disputes, he has represented clients in a wide range of matters. These include shareholder disputes, contractual disputes, liability for property damage, intellectual property disputes, and defamation. 

Apart from contentious work, Kelvin also has experience in non-contentious work. He has advised clients in drafting and reviewing of a wide suite of agreements, structuring of corporate vehicles and funds, and in merger and acquisition transactions, notably in the landmark acquisition and subsequent privatisation of a domestic Football club.

Kelvin has been an Advocate and Solicitor of the Supreme Court of Singapore since 2022. 

Experience
  • Acted for the main contractor in a SIAC arbitration against an Australian roofing subcontractor, in respect of various claims such as extension of time, prolongation costs, variations, arising out of a major sporting facility in Singapore.
  • Acted for the main contractor in a potential dispute against a government-linked entity, in respect of claims for extension of time and variations, arising out of a frozen food distribution and storage facility. Acted for the same contractor of the same project in High Court proceedings regarding breaches of the Fire Code and under the subcontract by the panel subcontractor.
  • Acted for an American engineering solutions company in respect of damage suffered to its site facility caused by ground settlement arising out of nearby construction works carried out by a government-linked agency.
  • Acted for the main contractor in District Court proceedings and subsequent mediations regarding defects in a mixed-development condominium. 
  • Acted for the majority shareholders in a joint venture developing condominium units, in respect of a minority oppression claim brought by minority shareholders.
  • Acted for a Chinese SOE in an ad-hoc SIAC arbitration against a Vietnamese trading company in respect of claims for a breach of contract for the sale of various commodities.
