Penrose has extensive experience of defending complex, high value claims against auditors, accountants, taxation professionals and insolvency practitioners, and investigations and enforcement action brought by the Financial Reporting Council.
She was the General Counsel of a top ten firm of UK accountants for a decade, and has real insight into the full range of risk, reputation and liability issues in the sector.
She is adept to advise on the handling of internal investigations into business-sensitive issues; the discharge of regulatory reporting obligations; and the resolution of investigations and disciplinary proceedings by professional regulatory bodies including the ICAEW, CIMA and CIPFA.
She is experienced in the handling of responses to substantial investigations by law enforcement agencies, helping clients balance their necessary participation in the fight against serious and organised crime with legitimate considerations of practice protection.
Formerly a government lawyer, she has advised Cabinet and departmental ministers on complex and sensitive private and public law matters. Her experience enables her to operate effectively at the intersection of civil, criminal and public law, areas where regulated clients in the accounting and financial professional service sectors are increasingly positioned.
Penrose is a Fee-Paid Judge of the First-tier Tribunal, assigned to the General Regulatory Chamber.
